Public Sector Governance & Compliance (Comptroller Leadership)

In my role as Assistant Controller for the City of Houston, I was a key leader in ensuring financial integrity and regulatory compliance for the City.

  • Risk Management & Controls: I developed and maintained robust internal audits and procedures to strengthen the internal control environment and ensure organizational compliance. I specifically focused on risk management and proactive problem resolution for challenging financial areas.
  • Audit & Liaison: I acted as the primary liaison between the City and external agencies/auditors, facilitating clear communication.
  • Direct Involvement & Accountability: I have been directly involved in critical disaster recovery oversight. For the Harvey Recovery Oversight Committee (HROC), I provided updates from the accounts payable perspective, where I was reviewing all payments to implement internal controls and an overall process. I stressed the importance of following internal control processes and procedures in compliance with HUD & FEMA guidelines.

At Resilire Engineering and Consulting, I oversaw the day-to-day operation of the company as Controller.

  • Financial Integrity & Control: I established policies and procedures to ensure the integrity and accuracy of management reports and upheld internal controls to guard against financial misreporting and fraud.
  • Process Optimization: As an Administration Manager for the City of Houston, I implemented policies and procedures to make processes more effective and efficient. I drastically decreased the number of days to process expenditures, which also decreased late fee charges.

My work in disaster recovery demonstrates my expertise in managing complex, restricted funds:

  • Post-Katrina Recovery: At Hagerty Consulting, I created, implemented, and maintained a web-based database solution that tracked over 300 FEMA Project Worksheets (grant applications) totaling over $200 million.
  • Results-Driven: This type of accounting support helped the New Orleans Department of Public Works turn an $11 million deficit into a $10 million surplus, establishing a clear audit trail for enhanced transparency.
